The European Commission said it released €4.36 billion to Ukraine on November 5 under the EU’s Ukraine Support Loan. The payment includes €3.7 billion in macro-financial assistance and €658 million for defense procurement. Ukraine’s Finance Ministry separately confirmed that the €3.7 billion reached the state budget.
The budget transfer is the second of three macro-financial assistance installments scheduled for 2026. The first, €3.2 billion, arrived in June. Kyiv said the latest transfer will help cover priority expenditures and keep public institutions operating during Russia’s full-scale war.
The Commission said Ukraine met all 12 policy conditions for the budget installment. The changes included taxing income earned through digital platforms, ending a value-added tax exemption for low-value commercial parcels, and strengthening budget planning and external audits.
The separate €658 million defense payment is intended to support purchases including drones, missiles, radar and air-defense ammunition. The Commission expects most of that money to go to Ukrainian suppliers. Its announcement describes financing for procurement and gives no delivery dates.
The loan can provide up to €90 billion across 2026 and 2027. Future installments remain subject to the conditions that govern each funding channel.
Editorial Opinion
Europe should judge this loan by what Ukraine can keep running through winter and what its manufacturers can deliver. Putting much of the defense allocation into Ukrainian factories gives Kyiv a way to build and repair equipment closer to where it is needed. Brussels should publish delivery milestones and explain delays where disclosure would be safe. It should also show how the budget conditions improve tax collection and oversight, especially when changes such as ending the parcel exemption may raise costs for households.
