Ukraine’s Ministry of Defence says Starlink and Starshield connections are again working at movement speeds above 400 kilometers per hour, following earlier restrictions. Its October 24 statement describes restored connectivity important to drones, logistics and frontline communications. That is an official Ukrainian assessment, not an independently audited performance result. Ministry statement.
According to the Associated Press, SpaceX CEO Elon Musk alleged prohibited offensive use of civilian Starlink; Ukrainian adviser Serhii Beskrestnov disputed it. That allegation and denial remain unverified here. AP’s reporting.
AP also reported Musk attributed Starshield changes to the U.S. government; responsibility for interruptions remains unresolved. The civilian and military-focused services should not be treated as interchangeable.
The ministry’s figure describes the speed of the moving platform: 400 kilometers per hour is approximately 249 miles per hour. It does not describe internet throughput. Stable connectivity at that movement speed does not, by itself, establish how much data a terminal transfers or how reliably a particular mission succeeds.
The published ministry statement says monitoring continues, but provides no detailed test protocol, sample size, latency measurements or mission-success data. Its announcement therefore supports an attributed report of restored service, while leaving the duration and consistency of that restoration open to further scrutiny.
Editorial Opinion
Restoring a connection and explaining why it was restricted are separate accountability questions. The disagreement between Musk’s allegation and Beskrestnov’s denial should remain visible; a restoration announcement does not settle it. Readers should not be asked to choose a technical explanation simply because its author holds a prominent position.
The practical lesson is to demand clear distinctions between service availability, measured performance and permission to use a network. A speed figure is useful context, but cannot substitute for evidence about responsibility or operational reliability. Further reporting should seek records and independently checkable measurements rather than another round of assertions.
