The Associated Press and NBC News project that Democrats will control both the House and Senate when the new Congress begins in January. AP’s report updated at 11:57 p.m. Pacific on November 3 now calls both chambers, superseding its earlier House-uncalled account. Newsroom calls are distinct from certified final results.
Among NBC’s projected Democratic Senate pickups are North Carolina, South Carolina, Texas, Ohio, Kansas and Iowa. AP’s report also names Democratic victories in those states. Neither a chamber call nor this summary establishes the final margin in every race; remaining returns can change individual totals.
The distinction matters for readers following our election-day battleground guide. That article assessed the contests before results were available. The new calls represent a later development, and do not make the earlier polling or conditional scenarios a record of election outcomes.
A Senate majority matters beyond passing bills. The Senate’s official explanation says the president nominates federal judges and specified executive officers, with the Senate considering confirmation. A change in control can therefore alter the reception of Trump’s nominees without changing who holds the presidency.
NBC reports that Democrats expect to use congressional power to investigate the administration and provide a legislative check. It also notes Trump’s promise to use his veto. An election projection does not itself enact a law, install a new speaker or resolve every contest. This account reflects the calls rechecked on the morning of November 4; certification and any resulting disputes remain separate processes.
Editorial Opinion
Trump’s uphill campaign now confronts a more concrete obstacle: a projected opposition Congress with its own institutional powers. But campaign triumph is not a governing program. Democrats should be judged on competent oversight and workable policy, while Republicans should demand an honest accounting of their losses. Neither party earns permission to substitute a victory speech for the unfinished count.
