This supersedes the 26 deaths reported on November 2. PartialMedia has not independently verified the casualties, targeting or strike sequence. The sources reviewed did not provide a Russian response to this specific attack allegation.

In his official English-language evening address, Zelenskyy said a school building and its shelter were being used for weekly aid distribution rather than classes. He alleged an initial bombing as people arrived, followed by another strike on the shelter. His assertion that Russian forces knew the facility’s humanitarian role is an allegation about knowledge and intent, not an independently established finding.

In its November 2 report, Reuters said emergency services counted two rescuers and four police officers among the dead. It also reported five people hospitalized, including two rescue workers, and continuing efforts to reach people under rubble. AP separately reported the attack and official casualty account. Two newsrooms carrying Ukrainian officials’ figures do not constitute two independent audits of the death toll. AP’s November 3 follow-up also reported 31 deaths and continuing searches. Its figures and Interfax-Ukraine’s account draw on the same regional authorities; they are not independent casualty audits. Rescue work could change the count.

The location matters. Komyshuvakha is in Zaporizhzhia, a different region from the localized Oleshky humanitarian ceasefire in Kherson discussed in our earlier report. Reuters said the bombing followed that six-day arrangement’s expiry. It should not be described as proof that the attack occurred inside a still-active Oleshky ceasefire zone, or that a nationwide ceasefire had existed.

Zelenskyy also warned that Ukrainian intelligence anticipated another large Russian attack on energy and logistics infrastructure, arguing that attention to the November 3 U.S. midterms could leave Ukraine overlooked. AP reported fresh Russian strikes on November 3. That reporting establishes a subsequent attack account; it does not independently establish Moscow’s private calculations or prove Zelenskyy’s explanation of its timing.

Editorial Opinion

A humanitarian pause has value when it gets people out or lets supplies in. Its narrow success should never become a marketing substitute for civilian protection elsewhere. The reported destruction of an aid site demonstrates why the geographic limits and expiration dates of such arrangements belong in the reporting, not in the fine print.

If the alleged follow-up attack on the shelter is substantiated, it demands serious investigation and accountability. The responsibility of an editor is to preserve that urgency while keeping claims about intent distinct from evidence. Civilians and rescuers deserve more than a contest over whose most forceful description circulates fastest.

Washington’s election can change the debate over support for Ukraine. It cannot suspend the need to protect civilians while Americans count votes. Leaders seeking credit for humanitarian diplomacy should be judged by sustained access, verifiable safety and what happens after a temporary pause ends.

References

Gatopoulos, D.
